Book Description: The first publication in a multivolume series on the history of the acquisition of major weapon systems by the Department of Defense, author Elliott Converse presents a meticulously researched overview of changes in acquisition policies, organizations, and processes within the United States military establishment during the decade and a half following World War II. Many of the changes that shaped the nature and course of weapons research and development, production, and contracting through the end of the century were instituted between 1945 and 1960; many of the problems that have repeatedly challenged defense policymakers and acquisition professionals also first surfaced during these years. This study is the first to combine the histories of the Office of the Secretary of Defense (OSD) and the military services into one account. Getting MAD: Nuclear Mutual Assured Destruction, Its Origins and Practice

Nearly 40 years after the concept of finite deterrence was popularized by the Johnson administration, nuclear Mutual Assured Destruction (MAD) thinking appears to be in decline. The United States has rejected the notion that threatening population centers with nuclear attacks is a legitimate way to assure deterrence. Most recently, it withdrew from the Anti-Ballistic Missile Treaty, an agreement based on MAD. American opposition to MAD also is reflected in the Bush administration's desire to develop smaller, more accurate nuclear weapons that would reduce the number of innocent civilians killed in a nuclear strike. Still, MAD is influential in a number of ways. First, other countries, like China, have not abandoned the idea that holding their adversaries' cities at risk is necessary to assure their own strategic security. Nor have U.S. and allied security officials and experts fully abandoned the idea. At a minimum, acquiring nuclear weapons is still viewed as being sensible to face off a hostile neighbor that might strike one's own cities. Thus, our diplomats have been warning China that Japan would be under tremendous pressure to go nuclear if North Korea persisted in acquiring a few crude weapons of its own. Similarly, Israeli officials have long argued, without criticism, that they would not be second in acquiring nuclear weapons in the Middle East. Indeed, given that Israelis surrounded by enemies that would not hesitate to destroy its population if they could, Washington finds Israel's retention of a significant nuclear capability totally "understandable."

This monograph analyzes US military air power - US Army relations form 1907 to the present. It emphasizes one aspect of those relations-how air forces intended for the tactical support of ground forces can best be controlled and integrated into the overall ground battle. After a review of changing air- ground relationships from 1907 to 1982, this work examines the 31 Initiatives, the most recent US Army - US Air Force agreement on developing joint combat forces and battlefield cooperation. It also discusses the process behind the formulation of the 31 Initiatives and discusses how that process provides one example of the introduction of innovation or change into a military organization. In addition, this work details the immediate and longer term response of the two services to the Initiatives. The importance of this monograph is twofold. It supplies a case study of innovation and, more significantly, it places the 31 Initiatives in their place as the far-reaching and comprehensive end product of a decade of Air Force - Army cooperation.

This investigation was undertaken to determine the influence of airfield pavement surface roughness upon aircraft operations and to develop more realistic airfield pavement surface smoothness criteria for the construction of new airfield pavements based upon aircraft and aircraft crew operational requirements. Based upon a literature review of previous efforts in the area of pavement roughness, the human response criteria to whole body vibration were selected as the criteria for assessing the severity of aircraft response resulting from ground operations. Field tests were conducted using instrumented aircraft to measure the acceleration response of the aircraft at three locations within the fuselage during a series of ground operations. The profiles of the test site runways were also measured. The results of these tests provided a direct measure of the influence of a known runway surface on the response of the aircraft system and information for the verification of the computer code used during the subsequent analytical phase of the investigation. Aircraft response data were measured for both the B-52 and the boeing 727 aircraft.

The instrumentation data of the multiple-wheel heavy gear load (MWHGL) tests were reduced and analyzed. By incorporating the performance of test pavements under traffic, relations between load and pavement response were established. A method was developed to compute the measured stresses and deflections of the test pavements; based on the method, the stresses and deflections can be computed for similar types of airfield pavements under different loads. Correlations were established between computed parameters and traffic performance data from the MWHGL test section as well as from many other pavement tests conducted by the Corps of Engineers. Based on the instrumentation data, the principle of superposition was found to be valid for flexible pavements. Attempts were made to reevaluate the equivalent single-wheel loads for MWHGLs by many different methods. (Author).

The brochure tells the story of the U.S. Army's "no-notice" joint force contingency operation on the island of Grenada. Because of a deteriorating political situation on Grenada after the deposing and execution of the leader of the government by its own military, the perceived need to deal firmly with Soviet and Cuban influence in the Caribbean, and the potential for several hundred U.S. citizens becoming hostages, the Ronald W. Reagan administration launched an invasion of the island with only a few days for the military to plan operations. While the U.S. military's capabilities were never in doubt, the unexpectedly strong Cuban and Grenadian resistance in the first two days of the operation and the host of American military errors in planning, intelligence, communications, and logistics highlighted the dangers of even small contingency operations. As the first joint operation attempted since the end of the Vietnam War, the invasion of Grenada also underscored the problems the U.S. Army faced in trying to work in a joint environment with its Air Force, Navy, and Marine counterparts.

The book sets forth the role and place of reconnaissance in modern combat; its division into constituent parts; the demands made of it; the goal, missions, and objectives of reconnaissance; and the components of reconnaissance, the men and equipment, and the methods of reconnaissance. The fundamentals of organizing and conducting reconnaissance in the main types of combat are explained. The problems of assemblying and processing intelligence information are considered. Reconnaissance is a highly important form of support. It is required to furnish the command element and staff at all levels with the information about the enemy, the terrain, and the area of impending actions that is needed for successfully preparing and conducting combat actions. At the present stage, the Soviet Army and Navy have modern, highly effective reconnaissance equipment with which it is possible to locate enemy objectives (targets) quickly, to identify them correctly, and to determine their location (coordinates) with great accuracy.

Following an introduction to guided missiles and nuclear physics, basic principles and theories are discussed with a background of the factors affecting missile flight, airframes, missile propulsion systems, control components and systems, missile guidance, guided missile ships and systems, nuclear weapons, and atomic warfare defense. In the area of missile guidance, further explanations are made of command guidance, beam-rider methods, homing systems, preset guidance, and navigational guidance systems. Effects of nuclear weapons are also described in categories of air, surface, subsurface, underwater, underground, and high-altitude bursts as well as various kinds of damages and injuries. Besides illustrations for explanation purposes, a table of atomic weights and a glossary of general terms are provided in the appendices.
