a) die U.S.
This memorandum discusses the importance of controlling space, or at least precluding control by a hostile power, which the author perceives may be just as critical in future warfare as control of the seas or airspace. He asserts that, in the final analysis, the decisiveness of space power must be expressed in relative terms. The author concludes that if both the United States and the Soviet Union have significant support from space at more or less equal levels, then the decisive factors will remain elsewhere--so long as the capability to negate this support remains in balance. If, however, either side achieves exclusive use of space or even a preponderant amount of space support, the probability of a decisive effect from space appears to be very high. (Author).
The New European Security Calculus
Implications for the U.S. Army
Von Thomas-Durell Young · 1991
The author of this report argues that while there has been considerable attention in the public domain about the fundamental changes which have recently transpired in Europe, very little has been written concerning the effect these political and security changes will have on the U.S. Army. The Seventh Army in Germany has been a symbol of the U.S. commitment to NATO for over 40 years. Now that the threat to our allies in Central and Western Europe has diminished at best, or become ambivalent at worst, just where does the Army fit in the future of the European security environment? The author contends that there continues to be a need for a U.S. Army presence in Europe, for security and political reasons, however, only if it is willing and capable of changing in terms of its structures and attitudes.
The Future of Soviet-Cuban Relations
Von Gabriel Marcella, Daniel S. Papp · 1979
Soviet-Cuban political and military cooperation may best be viewed as a temporary coincidence of national interests and policy objectives. The convergence of interests is vulnerable to erosion, but there is no end in sight. The best the United States can hope for is to selectively reduce the areas of coincidence between Cuba and the Soviet Union. (Author).
Conventional Arms Transfers
Exporting Security Or Arming Adversaries?
Von Michael T. Klare · 1992
This memorandum considers whether Soviet foreign policy in the ASEAN countries has been a success or failure. The author contends that after Vietnam invaded Kampuchea with Soviet support--and the ASEAN area assumed greater importance to Moscow than ever before--whatever influence the USSR had in ASEAN capitals was negated. ASEAN countries forcefully have opposed Vietnamese and Soviet policy toward Kampuchea and the refugee problem, and indirectly have supported China. The author believes that Soviet strategy to contain China requires at least ASEAN neutrality, and that Soviet moves to reverse current trends can be expected. (Author).
Deterring Regional Threats from Nuclear Proliferation
Von Leonard S. Spector · 1992
The process of continuing Rio Treaty and OAS Charter amendment reflects shifting views of regional security interests in an atmosphere of divisiveness and uncertainty about the future of the Inter-American System. This paper analyzes the constitutional basis for hemispheric security by relating security concepts to the general problems and trends that have stimulated OAS Charter and Rio Treaty reform. (Author).
Moscow, Seoul, and Soviet Strategy in the Asia-Pacific Region
Von Stephen Blank · 1991
This report considers the changes in the Soviet Union and Eastern Europe as a part of a larger plan for fundamental restructuring--perestroika--of the Soviet Union and posits the view that there may be more to Gorbachev's statements that socialism is not dead than just rhetoric. The author explores not only the Marxist-Leninist foundation--or lack thereof--for Gorbachev's plan, analyzes the operational policy, or actions, of the Soviet Union searching for consistency among ideology, words, and deeds.
The Strategist and the Web
A Guide to Internet Resources
Von James Kievit, Steven Metz · 1996
For strategic analysts, the ability to collect information rapidly and to evaluate its relevance and validity is a crucial skill. By allowing the nearly instantaneous transfer of information, computers are now helping to assure it is timely. The Internet offers access to millions of documents and files on a vast range of topics. But to make maximum use of it, researchers must understand its strengths and weaknesses. Analysts trained in library, archive, and word-of-mouth research must learn where to look for salient electronic information. The Strategist and the Web provides an Internet "Primer"--an introductory road map of the 'net explaining its most important features: the World-Wide Web, news groups, and electronic mail ("email"). Then it examines numerous Internet sources. From these it identifies both sites of current value to a strategic analyst, and those with the potential to become important resources after further development. Although sometimes valuable, the Internet today is not a solution to the analyst's need for relevant, timely information. New resources and methods appear and others fade away on a daily basis. Within a few years, though, presence on the web is likely to stabilize somewhat. Once that happens, an analyst's collection of Internet "bookmarks" will be nearly as valuable as a rolodex of personal contacts is now. The astute analyst will prepare for this. By exploring the web today and developing effective methods for finding and using electronic information, he or she will be ready when the Internet finally does make the leap from luxury to necessity. To help make this exploration easier, Appendix A provides the URLs (electronic addresses) for all the sites reviewed in the essay. Alternatively, look for SSI's "Strategic Hotlist" on the Strategic Outreach Program page at: http://carlisle-www.army.mil/usassi/ssioutp/.
The numerous dense woodlands and swamps that covered the western portions of European Russia presented severe problems for the German invaders and occupation forces. In conformance with the assignment, this study had to be confined to a discussion of tactical principles when operating in those areas. Apart from tactical principles, however, another problem calls for serious consideration -- the problem of education and training, of teaching self-confidence to young men of military age and of training them in the art of improvisation. The need for this training is pointed out in the final section of this study.
